NCMs Report to Area at Sunderland 12th June 2010.

Shipmates,
Most of you will now know that the new General Secretary Capt.Paul Quinn OBE took over from Paddy McClurg as General Secretary at the end of Conference weekend and parade,there is no doubt that Paddy is a hard act to follow,Paul will put his own stamp on the way things are done.
We also said goodbye to S/M David White our National Chairman at the end of Conference,he will be missed his contribution was always wise council.The Vice Chairman will take his place untill the September meeting.
Our last Council Meeting was of necessity a short one,as I reported to you at the last meeting legal action is being taken against a former member of the RNA,this is due to be heard by the end of August.
Our accounts are a in fairly healthy state in spite of the current financial market problems.Our main source of income is membership subscriptions,14 Branches closed in the last financial year with the loss of 1185 members or 5.1% we in this area lost 401 shipmates 21% this is the highest figure in the association by some 7% and a trend that each and everyone of us must try to reverse,I know it is not easy,but if we continue on the present path we will not have an RNA in 10 years time.With the loss of income of over £8.000 in the last financial year we could be looking for a subs increase (my thoughts and only mine)each Branch Secretary/Treasurer must try to increase the Gift Aid contributions,this is the best way to avoid a sub increase.Areas will only receive the 5% capitation fees this year,we have not increased gift aid totals of £10k or more to increase this figure.
Conference this last weekend on in Ouistreham was a great success, the food was excellent and the Gala Dinner was enjoyed by all and as you would expect buckets of wine.
We will be hosting the 2012 Conference and it is time for a small team under the guidance of the Area Committee to start putting together a plan of action. Jimmy and Chris who proposed the motion did a good job I stuck my two pennyworth in on behalf of the Council.There will be a cost to all of this shipmates so if you know of any organisation who will sponsor us now is the time to make your approaches to them.

Shipmates.
I start my report to you by welcoming to our meeting The National Chairman S/M David White and his wife Monica. He has heard me on more than one occasion oxtol the virtues of Gods own county and Yorkshire in particular, he also knows not to mention the other lot over the Pennines.We hope you both enjoy your time with us.
Since my last report to you a lot of water has flown under the bridge.At our Council Meeting in December the General Secretary informed us that he would be standing down after the National Conferance, Council agreed that the formation of the interview panel would be the same members who carried out the interviews for the Deputy Secretary Frank Ward. The members appointed being S/M David White, S/M Chris Dovey No8 Area, S/M Bob McGuinness No6 Area and Myself. We also had the benefit of a Human Resources specialist Mrs Penny Thatcher (no relation) who was totally independent.
In late February we advertised for a new General Secretary there were 20 applicants. All panel members received all of the CVs and asked to select those candidates we thought should be interviewed,8 were seen over 2 days.All were good, 2 in particular stood out giving us a hard choice. Capt.Paul Quinn was offered the post and has accepted.
The Council Meeting last week was long with the presentation of the Annual Accounts, proposed motions to conferance, and reports from the AMC and FAC Committees.
You will all know that since the MOURN agreement we have a serving Warrant Officer representing the RN, at the meeting it was agreed that he will be a Vice President, to fully represent the membership.
The AMC are looking at the Royal Charter, Rules and Bye-Laws of the Association together with Guide to Ceremonial, Welfare, Public Relations and Model Club Rules.
The FAC received a full report from our accountants. I am able to report that we have received an initial payment of VAT from HMRC of £13,900 with a further possibility of a much larger refund. Our investments continue to show a healthy profit despite the economic climate.
Two Branches Luton and Dunstable & Aldenham have asked permission to combine, their reason is falling memberdhip.

Ex S/M Devauden has again sufaced with a summons. Legal advice has been taken and it has been decided to contest his summons. This will Cost the Association money which we will be unlikely recover.
As you know Spennymoor Celebrated its 10th year in February, this Branch was my first Commissioning which I attended in place of S/M Fred Chambers who was ill. I was privileged to attend with a small entourage from York and I wish to thank them for a great night out.
